Road Safety Audits
Independent Expert Evaluations for Secure Highway Approvals
A Road Safety Audit is a mandatory requirement for almost all works on the public highway. At Ellipsis Consulting Eningeers Ltd, we provide independent, objective assessments to identify potential road safety issues before they lead to accidents.
Our RSA team works alongside developers and local authorities to ensure that new road layouts, junctions, and site accesses are not only functional but inherently safe for all road users—from HGVs to pedestrians and cyclists.
The Four Stages of Road Safety Audits
We provide comprehensive reporting across every phase of your project’s lifecycle, ensuring compliance at every milestone.
Stage 1: Completion of Preliminary Design:
Conducted during the planning or initial design phase. We identify fundamental safety issues in the proposed layout—such as junction types or visibility constraints—before detailed design begins.Stage 2: Completion of Detailed Design:
A rigorous check of the construction-ready plans. We examine specific details like white lining, signage, street lighting, and drainage features to ensure they meet GG 119 (formerly HD 19/15) standards.Stage 3: Completion of Construction:
An on-site inspection of the physical works once they are finished but before the road is opened to the public. This includes a daytime and nighttime visit to check for hazards that only become visible in the real world.Stage 4: Monitoring (12 & 36 Months Post-Opening):
An analysis of the road’s performance in practice, reviewing accident data and traffic flow to ensure the design is operating as intended.
Why Do You Need an Independent RSA?
Mandatory for S278 & S38 Agreements: Most Local Highway Authorities will not grant Technical Approval for works on the public highway without a certified Stage 1 or Stage 2 RSA.
Reduce Liability: A professional audit demonstrates that you have fulfilled your "duty of care" to the public, significantly reducing legal and financial risks.
Identify "Hidden" Hazards: Our auditors look for subtle issues like "glare" from streetlights, misleading road markings, or "trap" points for cyclists that may be missed in standard engineering checks.
Protect Vulnerable Road Users: We ensure your design accommodates the needs of pedestrians, the elderly, and those with disabilities, in line with the latest Active Travel guidance.
Our Audit Process
Site Visit: We conduct a thorough physical inspection of the location (for Stage 1, 3, and 4).
Formal Report: We produce a structured report identifying specific "Problems" and providing clear, actionable "Recommendations."
Designer’s Response: We work collaboratively with your design team to address the audit findings and secure a Statement of Intent that satisfies the Highway Authority.
Why Choose Our Audit Team?
Fully Independent: To be valid, an RSA must be conducted by a team not involved in the original design. We provide the objective "fresh eyes" required by the authorities.
GG 119 Compliant: All our audits are carried out by qualified professionals in accordance with the Design Manual for Roads and Bridges (DMRB).
Fast Turnaround: We understand that a pending RSA can hold up a planning application or a site opening; we pride ourselves on delivering detailed reports within tight deadlines.

From initial planning to the final "ribbon-cutting," ensure your infrastructure is safe and compliant.
